      Oct'7 Signs a contract on the anti-pornography software No Porn! with EverUp Info. Corp. and authorizes all institutions of the city government, schools and citizens to download the software for free in a bid to fight against Internet pornography together.
      Oct'25 He National Tax Administration of Central Taiwan Province, Ministry of Finance (MOF) dispatches personnel to the center for viewing and learning the e-official document operation.

      Sep' To enhance the transmission rate of the joint office building network, it establishes an ATM network architecture and was recommended by the company XYLAN to be a successful case of Asia-Pacific government institutions.

      Mar' Establishes the KCG World Wide Web and participates in the Internet 1996 World Exposition.
      Nov' Connects the city government network to the central government backbone network of the Government Service Network (GSN) to push the e-Government plan forward.
      Dec' Holds the demonstration of the "KCG Administrative, Innovative, and Citizenry Information Service System" in the atrium on the first floor of the KCG Hall; the then Vice President Lian Chan presided over the opening ceremony.

      Oct' To follow the government's trend of turning toward an open system environment, it procures a CD4375 pre-processor and adopts a UNIX operating system.

      Jul' The Electronic Data Processing Center of the KCG is established and was subordinate to the Directorate General of Budget, Accounting and Statistics. With a prescribed number of 23 personnel to recruit within five years, it employed 10 persons in the first year.

      Jun' The Information Center Preparatory Office of the Kaohsiung City Government (KCG) is established by means of mission grouping. Recruiting ten information professionals by contract, it operates temporarily by borrowing the host from the National Sun Yat-sen University and performs official business by borrowing the basement of the College of Management.
